D. Duane Oswald
President & CEO
Duane is the President of Valley Physicians Alliance. In this role, Mr. Oswald brings more than 40 years’ experience in the field of healthcare administration to support Valley Physicians Alliance’s leadership team in understanding the historical complexities of an ever-evolving industry. A seasoned healthcare executive, Duane has held numerous President, CEO and Administrator positions with various hospital systems throughout Maryland, Pennsylvania and California. Mr. Oswald received his BA in Economics from Goshen College in Goshen, Indiana and his Masters in Healthcare Administration and Hospital Administration from George Washington University in Washington, D.C. Mr. Oswald is the current President of the Rotary Club of Fresno and the Board Chair of Boys and Girls Clubs of Fresno County.
Senior Vice President
Jeremy is the Vice President of Valley Physicians Alliance. In this role, Mr. Oswald oversees the vision and direction of the company and manages the Valley Physicians Alliance team to ensure that all Valley Physicians Alliance’s clients receive unmatched customer service and attention to detail. Mr. Oswald has more than 18 years’ experience as a healthcare executive and has worked with health plans, self-insured employers, third party administrators, medical groups and individual providers. Mr. Oswald has his Bachelor of Arts in Communication from Goshen College in Goshen, Indiana. Mr. Oswald is the Vice Chair of the Saint Agnes Medical Center Foundation Board and a member of the Padrinos Guild at Valley Children’s Hospital.
Vice President of Operations
Joanne Hurado serves VPA clients as the Vice President of Operations. With more than 17 years’ experience in medical practice operations, Ms. Hurado lends support to the organization with her background in budgets, performance, human resource management, marketing, contracts and operational management. Tactical planning for short and long range practice operations can aid single and group provider clinics alike. Ms. Hurado received her Bachelors of Art degree from CSU, Fresno in Journalism/Public Relations with a Business minor. She is a Board member of the local chapter of the Medical Group Management Association (Mid State MGMA).
Vice President of Practice Management & Physician Relations
Diane Rose, is Vice President of Practice Management & Physician Relations for Valley Physicians Alliance. Diane has directed out-patient clinics and practices for 20 years. She provides a balanced understanding of the needs of providers and how to support their efficiency while keeping the patient and the provider relationship at the center. Diane studied at Ashford University in Organizational Leadership.
Director of Business Services
Michelle Brown is the Director of Business Services for Valley Physicians Alliance. In this role, she directs the daily administrative operations and financial procedures with the utmost attention to detail. With over nine years’ experience in the healthcare industry, Michelle has proven to be resourceful and continues to provide exceptional service. Michelle received her Bachelor of Arts in Sociology from California State University, Fresno.
Vice President of Human Resources
Mandi Papulias-Galindo has been involved in healthcare for more than 15 years. Serving as the Human Resource Administrator for Medical practices in Fresno, California, Ms. Papulias-Galindo supported operations of multiple clinics, providing services to more than 120,000 patients per year. Ms. Papulias-Galindo formulates and administers company procedures and policies under state and federal statutes including DFEH, DOL, EEOC and OSHA. Ms. Papulias-Galindo is responsible for all staff hiring and evaluations. Ms. Papulias-Galindo received her Bachelors of Science degree from University of Phoenix, Fresno in Health Administration/Health Management. Ms. Papulias-Galindo is a member of the Medical Group Management Association (MGMA) and a member of the Society for Human Resource Management (SHRM).
Director of Billing Services
Deanna Friedline is the Billing Supervisor for Valley Physicians Alliance. With over 26 years in the medical field as a medical biller, office manager and medical assistant, she brings vast experience and knowledge to our company. Ms. Friedline strength lies in her hands-on approach to the daily operations of medical practices. She has also developed proven strategies in the management of billing and reorganizing of medical offices. Ms. Friedline oversees a multi-specialty team of billing professionals, that are experienced in all facets of insurance billing. She attended ITT Technical Institution and received her education in Business Accounting and Business Law. In her spare time, she enjoys spending time with her children and grandchildren.
Director of Finance
Kim Eurich is Valley Physician Alliance’s Finance Director and has been in the healthcare sector since 1987, providing financial management services for independent medical groups, multi-specialty medical groups and health plans. In her previous role as Controller for a local health plan she reported directly to the Department of Managed Healthcare. She attended California State University, Fresno, majoring in Business Administration.
At Valley Physician Alliance Ms. Eurich oversees accounting and works directly with multiple outside CPAs to ensure that all financial data is collected and accounted for accurately and completely. Ms. Eurich is also responsible for all payroll, benefits and purchasing. In her role as Director of Finance for Valley Physician Alliance, Ms. Eurich coordinates all company financials and accounting functions.
Chief Information Officer
Randy Tippitt is a healthcare informatics professional with C-level leadership experience in developing vision and performing executive and managerial duties associated with planning, developing, implementing and supporting information technology solutions in support of corporate mission and objectives. He has extensive leadership and technical experience in computer software implementation and support, programming and development, database administration, wide area networks, information security, telecommunications, project management, data and information analysis, and information technology personnel management. Mr. Tippitt has successfully established, fostered growth of, and managed multiple multi-disciplinary IT support organizations that each support hundreds of users throughout Central California and California’s Central Coast; managing the hardware and software systems, the data, the personnel, the budgets; and establishing positive relationships with internal business units and external customers. Most recently, Mr. Tippitt was the Chief Information Officer and Information Security Officer for Managed Care Systems, in Bakersfield, California. Mr. Tippitt received his Bachelor of Arts in Mathematics from Point Loma Nazarene University in San Diego, California and is a member of HIMSS, is a NextGen Certified Professional, and holds a Certified HIPAA Professional (CHP) and Certified Security Compliance Specialist (CSCS) designations.
Vice President of Communicatons
Joshua is responsible for all Valley Physicians Alliance’s communication initiatives with clients, providers and patients. Mr. Oswald is also responsible for establishing and maintaining positive relationships with both individual and institutional providers, and managing the Valley Physicians Alliance credentialing team. Mr. Oswald has more than sixteen years’ experience in corporate communication, provider credentialing, contracting and provider relations. Mr. Oswald has extensive knowledge of various regulatory requirements/standards relative to the provision of healthcare services. Mr. Oswald received his Bachelors and Masters degrees from California State University, Fresno with a focus on health and risk communication.
Amy Villegas, PhD
Dr. Villegas is involved in all day to day operations at Valley Physicians Alliance. Dr. Villegas manages the Valley Physicians Alliance team to ensure efficiency and regulatory compliance. Prior to joining Valley Physicians Alliance, Dr. Villegas was the Director of Clinical Services and Compliance for a California-based health plan, where she oversaw intake/triage, claims processing, regulatory monitoring, and compliance. Dr. Villegas has extensive experience and training in working with developmental disabilities and autism services. She has guest lectured on utilizing behavioral techniques and applied behavioral analysis in clinical settings and is published in multiple peer reviewed journals on various forensic and clinical topics. Dr. Villegas received her BA from California State University, Fresno, and her Masters and Doctorate degrees from Alliant International University Fresno.
